The much-awaited Career Advancement Scheme (CAS-2018) for promotion of teachers was notified by University of Delhi on Thursday including the detailed per forma to be filled in by the eligible incumbents. CAS-2018 is a landmark scheme which paves the way for existing Professors in the Departments to become Senior Professors and all the eligible Associate Professors in Colleges to become Professors. As per CAS-2018, there is no upper cap of only 10% of the faculty being promoted as Professors. It is further to state, categorically, that present scheme will benefit all the eligible associate professors to become professors in colleges.

Professor BalRam Pani, DU’s Dean of Colleges explained that CAS-2018 includes various stages as Assistant Professor stage – I to stage -II, stage -II to stage -III, Assistant Professor stage-III to Associate Professor. Moreover, Professorship at the level of Colleges is being introduced for the first time which is expected to prove a milestone in professional and academic career of the College teachers. This will motivate the teachers for quality research in respective disciplines of study and inter-disciplinary research. It is creditworthy to note that Professor Pani has played a crucial role in the implementation of CAS-2018 in the Delhi University and its Colleges.

Dr Ajay Bhagi, President, National Democratic Teachers Front and former Executive Council member of DU remarked, “issuance of CAS-2018 notification by the university with per forma and guidelines for the implementation of promotions in general and Professorship in Colleges in particular, is soon going to become a reality which will reflect the true federal character of Delhi University ahead of its centenary celebrations starting in 2021”. Moreover, it has put to an end to the canards with respect to promotions and permanent recruitments being spread by a section of the teachers.

Dr V B Singh, Associate Professor at DCAC College, elaborated that after immense hard work and labour by Ministry of Education and UGC under present NDA government, “UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2018” were finalized. This cleared all the hurdles for promotion at various levels in colleges and chalked out the path for teachers to become Professors at college level. As per university guidelines a screening and a selection committee will be formed as per the regulations to finalize the promotion cases at the University Departments and College levels.
