The deputy chief minister Manish Sisodia had alleged University of Delhi and said in spite of the approval of fund colleges are not able to pay the salaries of their staff. He alleged corruption charges of the university administration.
University of Delhi takes strong exception to the sweeping statement alleging graft charges in the 12 fully funded colleges by GNCTD. (The information’s below have been provided and compiled by the Principals of 12 fully funded Colleges.)
The brief facts are as under:
1. There are 3 types of Audit which are conducted on Annual basis namely, a) Internal Audit (conducted by Auditors from the approved panel of D.U.) b) ELFA Audit (conducted by GNCTD)
c) AGCR (conducted by CAG)
The audit reports of all these colleges till date reflect that the financial affairs are managed as per norms of University of Delhi and GFR.
2.) As far as the increase in expenditure on account of salary and other than salary expenses is concerned, the details are as follows:-
i) Increase in expenditure on account of salary from 2014 till date is due to the following reasons:
a) Implementation of 7th Central Pay Commission (CPC) which increased the salary per person by approximately 25 %
b) Increase in wages paid to contractual staff for eg. Multitasking Staff (MTS) was paid Rs. 8250/ P.M. in the year 2014-15 and now they are paid Rs. 15,070/ resulting in increase of 83%. This increase is made by GNCTD.s
c) Increase in salary of Adhoc faculty from Rs. 56,080/ in 2014 to Rs. 89,781/ in 2020 which is approximately 60%
d) Annual increment @ 3% over 5 years, the cumulative of which comes out to be approximately 18% increase in the salary.
e) Increase in DA (Dearness Allowance) 20% over this period
f) Addition of new courses in the Colleges resulting in increased expenses towards teaching and non-teaching Salary bill.g) Shifting to new building 4 Colleges which were earlier functioning from old school buildings resulted in increased maintenance of buildings by PWD.
h) Increase in a number of students by 25% due to the implementation of EWS reservation in admissions during 2019-20 & 2020-21.
The cumulative effect of all the above parameters comes out to approximately 80-100% increase in expenditure on account of salary head in across 12 Colleges.
ii) Increase in expenditure under the head other than salary.
1) The increase under this head is on account of the following factors. a) Inflation
b) Increased number of students due to the implementation of EWS reservation.
c) Increase in electricity, water supply bills, sanitation & security on account of shifting to the new campus
The cumulative effect of all the above factors increased the expenditure under the head other than salary by approximately 300% – 500%.
3) The Governing Bodies of all the 12 colleges has been formed as per DU rules and regulations. As per DU rules, there is no linkage between formation of Governing body and release of grant in aid. Withholding of funds required for the salary of staff and their medical bills and other committed expenses like electricity and water supply charges etc. has caused extreme hardship to staff and students of these colleges.
In summary, it is mentioned that:-
1) No government official in India can pay an extra Rupee in the salary exchequer. Therefore, no question of taking graft charges under the salary head.
2) The maintenance of the colleges is undertaken by PWD which is under Govt. of Delhi only.
3) Jal Board and Electricity Bills are provided by the respective boards which are also under Govt. of Delhi.
4) For the remaining funds, the colleges are conducting three Audits under both internal and external auditing agencies of DU, Delhi govt. and the Central government.
Therefore, it is an obvious conclusion that the colleges cannot be involved in graft cases at all and it is unfortunate that the statement in the media by Dy. CM has offended the sentiments of staff members and students who have worked hard to build the academic standards of their institutions.
The University of Delhi appeals to Sh. Manish Sisodia Ji, Hon’ble Dy. Chief Minister and Education Minister, GNCTD, to release the grant in aid to all the 12 fully funded colleges at the earliest to end the sufferings of the staff of these colleges and fulfil its statutory obligations and responsibilities.
